Experts fear that in this case, all residents will have to pay for charging cars. This can be avoided by equipping the stations with special meters, according to which the owners of electric cars will pay for the charge, experts say.

Management companies can get the right to install charging stations for electric vehicles (ECS) in parking lots and adjacent territories without the consent of residents and appeals to energy supply organizations (RSO). This issue is being worked out by the Ministry of Construction, according to a letter from the department to enterprises in the housing and communal services sector. However, in the final price of the apartment, this is an extremely insignificant cost item, the deputy added.

— It would be logical if the installation of such stations will be paid for by the owners of electric cars, and the operators of EZS will place and service them, — believes Alexander Gulylev. — Electricity meters must also be installed at stations so that car owners can pay for charging.

A separate meter should be installed for each charge and it should be paid, member of the State Duma Committee on Construction and Housing and Utilities Sergei Kolunov agrees. Then the residents will not worry, and everyone will have the opportunity to use an electric car, he explained. Then, for example, owners of electric scooters will also be able to recharge at the stations, Pavel Sklyanchuk added.

In order to mitigate all possible risks, it is necessary to provide for the mandatory installation of a meter at the EZS before it is put into operation, stressed Alexander Evseev.

– If all these issues are taken into account, then the idea is sound – both from the point of view of ecology and from the point of view of the development of electric transport, – the expert is sure.
