What is Project 10Million?

Project 10Million is an initiative aimed at delivering Internet connectivity to millions of underserved student households. The program offers free Internet and free mobile hotspots – and access to low-cost laptops and tablets.

Who is eligible?

Project 10Million offers free 100GBs/year of data, free mobile hotspots, and access to low-cost laptops and tablets, to students eligible for the National School Lunch Program (NSLP) – one per household. Parents will need to provide proof of NSLP eligibility for free or reduced-price meals upon enrollment. This verification can be in the form of a NSLP notification letter or proof of enrollment in other qualified government programs such as (but not limited to):

  • Supplemental Nutrition Assistance Program (SNAP) via P-EBT or EBT
  • Temporary Assistance for Needy Families (TANF)
  • Food Distribution Program on Indian Reservations (FDPIR)
  • Community Eligibility Provision (CEP)
  • Medicaid
  • Head Start
  • Foster youth, migrant, homeless, or runaway youth

Puerto Rico students are also eligible. Since all students in Puerto Rico are included in the NSLP, parents/guardians need to prove enrollment in a K-12 school in Puerto Rico by providing the student’s report card from the school or their certificate of enrollment. The certificate of enrollment is emailed to parent/guardians from the Department of Education upon enrollment in school.

All documentation must be properly signed and dated anywhere from the 2019 school year to present.

What do students get if they are accepted into the program?

Eligible students can get FREE high-speed data and FREE mobile hotspots. Additionally, they will have access to low-cost laptops and tablets. An optional 4GB 30-day data pass is available for $15.

Is the program only available to existing T-Mobile customers?

No! The program is open to every eligible student.

I have ordered a device and got a confirmation that my child was accepted to the Project 10Million program, when will we get our hotspot?

You can expect your free hotspot to arrive in approximately 3-5 business days. You will receive an email with tracking information once the hotspot is shipped.

I’m a parent. How do I sign up my child?

It’s easy! Just use the “Apply Now” link on this page to begin the enrollment process or visit a T-Mobile retail store to receive assistance enrolling online. During enrollment, you will need to:

  • Upload an image of your child’s NSLP letter with approval for Free or Reduced-Priced Meals. This verification can be in the form of a NSLP notification letter or proof of enrollment in other qualified government programs such as (but not limited to):
    • Supplemental Nutrition Assistance Program (SNAP) via P-EBT or EBT
    • Temporary Assistance for Needy Families (TANF)
    • Food Distribution Program on Indian Reservations (FDPIR)
    • Community Eligibility Provision (CEP)
    • Medicaid
    • Head Start
    • Foster youth, migrant, homeless, or runaway youth
  • If you need a copy of the NSLP letter, you should contact your school administrator (Counselor or Principal)
    • In Puerto Rico, upload your child’s report card from their school or certificate of enrollment from the Department of Education.

How will free hotspots be allocated per year?

We are taking steps to ensure hotspot devices and service are distributed fairly across the country, so there are enrollment limits for each state. To help allocate hotspots fairly and help make sure distribution is equitable across the country, the exact number available in each state will vary based on population.

When I tried to enroll online, my state wasn’t included in the list of states that still have availability this year.

What does this mean and what can I do?:

Project 10Million lines are allocated across states based on population and split evenly over five school years. We are working to connect every student, and we want to be as equitable as possible. If we have already met the allocation for a state that year, we will pause new activations and re-open on the next July 1st. It’s possible that your school is already working to get you connected, so please check with your principal or counselor.

Do I need to re-enroll my student each year to get their new free 100GB of data?

No, you don’t need to do a thing! Your data will automatically reset to 100GB on the annual anniversary of the day you activated your hotspot device until your five years of data expire.

What type of hotspot devices will students receive?

Eligible students will receive the T-Mobile Hotspot.

How can I get my child’s hotspot and service up and running?

The hotspot comes with a quick start guide that walks you through the setup process. Once the hotspot is turned on and connects, the line is activated on the T-Mobile network. That’s it! Your child is ready to get online, do schoolwork and connect with teachers and peers. If there are any hiccups with setup, try turning the hotspot off and back on. If that doesn’t help, call care at 1-877-PRJ-10MN.

What tablets and laptops are available to purchase?

Many school districts have a 1:1 program in place that gives students a laptop they can use at home. For those that don’t currently have a device, we will help get students connected to their free hotspot by offering parents an opportunity to purchase a laptop or tablet at our cost – which we will ship to the student’s house free. Parents can choose from four different devices – all designed for student and educator use. These devices are not cellular alone, but they can access our network via WiFi connection to your free hotspot.

Can I limit the content my child is able to access?

Yes, a content filter, Web Guard, is included with the hotspot plan. See Web Guard’s Support Page for details on what is blocked and what is not blocked.

Web Guard device content filter

Web Guard is a free service for T-Mobile customers that you can use to help restrict adult content from being seen or accessed by family members under 18 years old.

On this page:

Web Guard

  • Web Guard prevents access to adult web content only when your device is connected to T-Mobile’s cellular network with Web Guard enabled.
    • If you see an Access Denied error when trying to open certain web pages, Web Guard might be active on your line.
    • Web Guard is not available on all devices and might not work at certain times or in certain locations.
    • Web Guard isn’t foolproof and shouldn’t be a substitute for taking steps to monitor access to content.
  • T-Mobile customers with the Web Guard feature enabled will not be able to use iCloud Private Relay and will receive a device notification that their current rate plan does not support iCloud Private Relay. To use Private Relay instead of Web Guard, please turn off Web Guard filtering. See Add or manage Web Guard.
  • Web Guard has multiple filters that you can set for restricting content:
    • High
    • Medium
    • Low
  • Content filtering may not be compatible with certain products or services, such as Virtual Private Networks (VPNs). Apple Private Relay must be toggled off for T-Mobile content filtering to work.

  • Information on Alcohol, Gambling, Illegal Activities, Terrorism, and Dating

Web Guard is unable to block the following content types:

  • Browsing over Wi-Fi
  • Email, text messages, instant messaging
  • Some third-party web browsers
  • Content in device apps

Safe Search

Safe Search is an automated filter of offensive content that may result from internet search results.

  • High and Medium Web Guard levels enable Safe Search automatically.
  • Results will be filtered from most common search engines such as Google, YouTube, Bing, and DuckDuckGo.
  • When Safe Search is enabled, you may receive one of the following messages when search results include explicit content:
  • “You don’t have permission to turn SafeSearch off. It’s locked by the device or network you are browsing on.”
  • “Some results have been removed because Restricted Mode is enabled by your network administrator.”

Add or manage Web Guard

The Primary Account Holder (PAH) and any user with Full Permission can manage or remove Web Guard in the Profile section of, T-Mobile app, or when calling Customer Care.


From the T-Mobile app


  1. Open the app and log in if prompted. Download the T-Mobile app if you don’t have it yet.
  3. If you have multiple lines on your account, use the down arrow and select the line you want to make changes to.
  4. Select Web Guard, then select High, Medium, Low, or No Filtering (this means Web Guard is off).
  5. Select Show filter details to see what each filter does.
  6. Save your changes.


From (web browser)


  1. Log in to your account.
  2. Select your Profile name in the top right > PROFILE > FAMILY CONTROLS.
  3. If you have multiple lines on your account, use the down arrow and select the line you want to make changes to.
  4. Select Web Guard, then select  HighMediumLow, or No Filtering (this means Web Guard is off).
  5. Select Show filter details to see what each filter does.
  6. Save your change.

    Wireless Internet in a private house can be connected in various ways. Fiber optic connection is considered the most reliable. The connection speed in this case can reach 1 Gbps. Cable wired Internet is also in demand. Connecting through telephone lines was popular a few years ago. But today it is being supplanted by other progressive technologies. How to make the Internet so that it is inexpensive to use? Is it possible to get the Internet “for free”? We answer these and many other questions in our today’s article.

    Provider services

    Connecting the Internet to a private house is a common service in Russia. In our country, creating an Internet at home is quite simple. You only need to choose a provider and connect a suitable tariff plan. A list of settlements with street names and house numbers can be found on the websites of service providers. You can personally contact the office of the company, write an application for the provision of services. After you draw up a contract, masters will come to your address and complete the connection. When the cable is pulled into the apartment, it will be connected to a desktop computer or laptop. The wizards will perform the basic settings on the PC, and the subscriber will be able to use the Internet. You can find providers in any way:

    • recommended by a friend;
    • on the advice of neighbors;
    • for ads;
    • on the Internet.

    Give preference to reliable and trusted companies. Before connecting, study the reviews of real users about the provider.

    Where to get the Internet to connect in the apartment, we figured it out. But where can residents of the private sector find the Internet? If there is a telephone in the house, you can connect through the telephone line. Such services are provided by many providers, including Rostelecom. The company connects home telephone, Internet and cable TV. Therefore, you can use several services at once in one company. Stable and reliable fiber-optic Internet is carried out mainly in cities.

    In sparsely populated areas, providers refuse to stretch an expensive cable. This is not economically feasible. Some users prefer mobile connection. You can install a USB modem at home and enjoy a high-speed connection. Mobile Internet speed is usually enough for surfing and watching movies online. Many mobile operators in Russia can find cheap tariffs. For giving in the village, you can purchase a set of special equipment. As a rule, it includes a router, a modem and a special signal-amplifying antenna. You can connect the Internet to the cottage anywhere. The main thing is to choose a connection technology.

    Internet use

    If the user has connected the wired Internet, the settings will be performed automatically. You just need to install the patch cord cable in the PC, and the Internet will appear. In the contract for the provision of services, you can see the data for manual configuration. Usually IP and DNS addresses are specified. If you will be working with a 3G/4G USB modem, you need to install it on your PC. Then we install the drivers. After that, a corresponding shortcut should appear on your computer screen. Through the interface, you can manage all the available functionality. Some users prefer to reflash modems immediately after purchase. Thus, you can “unlock” the device under the SIM cards of all operators.

    After connecting, you can immediately access the Internet. To do this, open any browser that is installed on your PC. The classic option on Windows is Internet Explorer. Statistically, it is rarely used. Basically, users prefer faster web browsers: Opera, Google Chrome and others. In a web browser, you can type the addresses of the desired sites or find them through a search engine. In Google Chrome, you do not need to drive in the address of the search engine every time. You can write a request directly into the site input line and click “Enter”. By default, the search will be carried out in the Google search engine.

    Free internet access point

    The easiest way to connect free internet is to find a free access point. It won’t take long to find her. Almost all modern establishments have free Wi-Fi networks. If your laptop has a Wi-Fi module, you can connect to the Internet in public places. For example, in a park, a restaurant or a gas station. Some free hotspots are very weak and unstable. You can find Wi-Fi through a laptop. To do this, the module must be installed on it. There is an icon in the lower right corner of the screen. It displays the status of the network. Click on it and see what available wireless network points are found.

    Where else can I get internet?

    For example, if the service provider provides access via VPN. Users can change the IP address of their connection to any free address that the VPN will issue. Large providers often provide free Wi-Fi hotspots. You can search for them everywhere. Many public institutions use the services of large providers.     Free access on a smartphone: is it possible?

    When only Beeline and MTS began to provide mobile Internet connection services, there were craftsmen who could use such Internet for free. Cunning ways were shared exclusively in narrow hacker circles. But soon the scheme was revealed. And today, fraudulently getting free mobile access will not work. Internet for giving a megaphone is perfect for connecting.

    Dial-UP connection

    A method that in rare cases is used by system administrators of large companies. For friends and relatives, they install a modem on a phone number. When dialing to the device, the caller receives free internet. But the speed of such a connection will hardly exceed 56 Kbps.

    Line at the entrance

    In multi-storey buildings, a lot of cables from various providers are carried out. Neighbors are connected from these cables. Free “join” to someone else’s Internet will not work. Most service providers operate on the PPPoE protocol. Even if you manage to connect to someone else’s cable at the entrance, you still have to enter both the login and the password. And this data is issued only by the provider after the conclusion of the contract. You may just be lucky, and then you will be able to connect to a dynamic IP. In this case, you will have to install and configure a proxy server. Therefore, such methods cannot be called reliable and practical.

    How to distribute free Internet from your smartphone to your PC, the method of poor students

    Did it also seem strange to you that students from even the poorest and most uncomfortable dormitories, where there would be no Internet, manage to download terabytes of movies and play online games from their desktop computers and laptops?

    Until recently, I didn’t really ask myself this question, because I lived in my own house and I always had high-speed Internet, and mobile Internet was something useless.

    But now I ended up in quarantine, where there is no normal high-speed Internet at all. Having only a smartphone and a stationary PC, I tried to create an access point to access the Internet. But the operator immediately figured out that I was trying to use the “additional distribution service”, as he calls it. I considered this extremely unfair and turned to my friends who have been living in hostels for years and lead an active life on the Internet along with everyone else.


    The students revealed the secret of unlimited Internet “from the hostel” to me, and now I will tell this secret to you.

    A bit of theory…

    So, the whole bypass of that same “lock” is to change the TTL.

    The usual TTL value is 64 for various mobile phones on IOS and Android, as well as on operating systems such as MAC or Linux. For the Windows operating system, this value is 128.

    To “show” the operator that we are using our Internet “on the same device of ours”, if you know what I mean, we need the TTL on the PC and smartphone to match. At the same time, it should be borne in mind that TTL loses one when transmitting packets from the distributing device, and as a result, even if we set TTL to 64 on our second device, the operator will understand that “this device is no longer ours” and we are trying to “share the Internet with some then a freeloader.” But if you set the TTL value by one more, then everything will be fine, and the operator will “understand” that we use the same device of ours and do not share free Internet with anyone 🙂

    About the theoretical “distribution” of the Internet from a smartphone to a smartphone “…

    Sometimes there are situations when Internet access is needed on another mobile phone. It is possible to change the TTL of a smartphone, but for this you need to have special root rights or use third-party software Terminal Emulator for Android. The principle is the same as on a PC, we simply set the TTL of the distributing device, but with an increase of one. A completely “childish” option is to put something like TTL Master and select the required TTL with a flick of the wrist. But the last method is not guaranteed to work.

    In general, since you started to “hack” with your mobile phone, then install Root-rights and do everything yourself. Do not “trust” any applications and programs.

    I am a supporter of the fact that it is better not to become impudent once again and simply rearrange the SIM cards from the phone to the phone / tablet. If both devices are yours, then what will prevent you from doing just that? Swapping SIM cards is much easier than digging through the phone system.

    And now, actually, let’s move on to the most important thing…

    Practice: how to distribute the Internet from a phone to a computer or laptop for free?

    As you already understood, everything consists in changing the same TTL. I offer you step by step instructions.

    1. Hold down the key combination Windows + R to bring up the “Run” window.

    2. In the window that appears, enter the “regedit” command and press Enter to go to the “Registry Editor”.

    3. In the registry editor, “go” to the following path: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters

    4. Here we create a DWORD parameter (32 bits).

    5. Change the “name” of the parameter to “DefaultTTL”.

    6. Right-click on this parameter and select “change”

    7. In the window that opens, enter “65” in the “Value” column, and change the calculation system from hexadecimal to decimal. Click “OK”.

    8. We do the same actions along the path HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\TCPIP6.


    10. We use our Internet without “extra” payments to the operator, because we did not steal anything from him in order to pay something.

    It is also worth noting that if your computer does not have a Wi-fi module, then simply connect your smartphone to the PC via the supplied USB cable, and in the smartphone settings in the “Connection and Sharing” section (this section may have and other names, I tell you on the example of my xiaomi) it is worth activating the USB modem mode.

    Keep in mind that if you are using a phone with OC Windows, then TTL should be entered equal to 130, not 65. If suddenly nothing works, then try the value 129.

    This method is relevant only for tariffs with unlimited internet.

    The performance of this method was tested on several PCs with the Windows 10 operating system installed. In all cases, the SIM cards of the Pchelain operator were used (who understood, he understood).

    Testing the speed of mobile Internet from distribution from a smartphone

    At the moment I have a 4G network, everything is fine. The operator “Pchelain”, the model of the distributing phone is Redmi note 7.

    As you can see, the speed “floats” a lot. All these perversions cannot even be compared with a full-fledged optical fiber, but if you find yourself in such a position in which I found myself (and I will surprise you by saying that the Internet speed from the right provider in my village is 512 Kbps, and at night it’s generally about 800 ), then using such an Internet is not even a bad option, unless, of course, you have a mobile network there.
