How Russia tried to keep Macedonia out of NATO

to prevent the enlargement of the European Union and NATO. Greece expelled two Russian diplomats last week. They were accused of trying to bribe local officials, Orthodox priests, members of cultural organizations and far-right groups with the help of businessmen in order to stir up protests against the Greek-Macedonian agreement to rename the former Yugoslav republic.

The agreement signed by Athens and Skopje in June is intended to end a 27-year dispute that has prevented Macedonia from joining NATO and starting EU accession talks. But Moscow, apparently, intends to prevent this. “The Russians wanted to disrupt the negotiations,” says a senior Greek diplomat. “Therefore, they began to intervene more decisively in the situation in the [Greek region] Macedonia-Thrace, where they are already active.”

According to the June agreement, Macedonia will be renamed North Macedonia and Greece will agree to recognize its identity and language. At last week’s NATO summit, Macedonian Prime Minister Zoran Zaev accepted invitations to start talks to join the alliance. Greek Prime Minister Alexis Tsipras received applause from the leaders of other NATO countries, but street protests against this agreement, organized in the north of Greece by nationalists with the support of the Orthodox Church, led to a decrease in the approval rating of the ruling Syriza party.

There is a small Russian community in Alexandroupolis. The expelled diplomats were well known in the city, according to people familiar with their activities. According to them, one of the attempts to give a bribe failed when a Greek officer reported the incident to his commander.

It is also alleged that Russian diplomats paid far-right groups through a local businessman. “In places like Alexandroupolis, where unemployment is high and young people are fed up with all the current political parties, €20,000-30,000 can garner serious support,” says one source.

The Greek government also banned two other Russian diplomats from returning to the country, who are suspected of similar activities.

Athens will not tolerate actions that “violate Greek law and are disrespectful to the Greek state,” the Greek government said in a statement. Moscow warned that Russia, as usual, would give a mirror response. Preparations for the visit of Russian Foreign Minister Sergei Lavrov to Greece were also suspended.

For Greece, the expulsion of Russian diplomats is an extraordinary step. Not only because of the cultural and religious ties between the countries, but also because Tsipras had warm relations with Moscow. Greek government officials have argued over anti-Russian sanctions with European partners and, unlike them, have not expelled a single Russian diplomat since the Skripal poisoning in the UK. “I think this is an unprecedented case,” said the Greek official. “Even at the height of the Cold War, when our state bordered on the Warsaw Pact countries, Greece avoided the expulsion of Eastern European diplomats.”

In the autumn of 2019, parliamentary elections will be held in Greece, and far-right circles have begun talking about creating a new party in Greek Macedonia, whose population is most unhappy with the agreement with Skopje. This party could conduct an election campaign, relying on nationalist slogans and strengthening relations with Moscow. She could count on the support of a large community of Pontians, a group of ethnic Greeks from the former USSR. They emigrated to Greece after the fall of the Soviet Union, but many still struggle due to poverty and social exclusion. “The Pontians, like the rest of the groups in Greece, are fighting for political patronage, but still identify strongly with the Orthodox Church and feel some nostalgia for the former USSR, where they had some material wealth,” says Antonis Kamaras, a political scientist and expert in the Greek diasporas.

Pontic cultural organizations were created to preserve the Russian heritage of this community and lobby for its political interests. But they have also begun to attract funding from Russia, which wants to exert influence in Greece. “[The Pontians] are several hundred thousand potentially disgruntled voters, many of whom speak Russian,” said political analyst Kostas Iordanides. “Naturally, Russia’s activities are focused on them.”

A Russian-funded cultural center, Russia House, operates in Alexandroupolis, and Greek and Russian sponsors with connections in St. Petersburg have paid for the construction of a new Orthodox church.

The attempt to provoke protests is “a carefully crafted operation that takes place under the guise of maintaining the long-standing cultural ties between Greece and Russia and their shared Orthodox heritage,” a Western diplomat said.
